SimCity 4 Deluxe Edition won't start - error message

When I launch the game I get an error message that says "Please log in with administrator privileges and try again" and I cannot start the program.

I have an acer aspire AX 1470-EF30P with windows 7 64bit
Dual core A4-3400AMD Radeon dual graphics (6410D + 6450)
