Task Manager, Norton AntiVirus, regedit, cmd etc ALL NOT Working

Hi,

I'm fairly new to this, but I'm experiencing some troubles with my computer. At first I thought it was just Adwares and Spywares, so I downloaded Spyware Doctor which did clean out a fair amount of crap on my machine. However, I discovered that more just kept getting downloaded, so I figured it must be a virus, but just don't know what and where. I also realised later on that my Task Manager, Norton AntiVirus, regedit, cmd etc etc all doesn't open anymore. Can someone please help me identify this virus? I don't know what files I can delete... If it's not caused by a virus... what could possibly be causing this problem?
