Inactive Virus is preventing antivirus updates and web page loading

I don't even know where to begin, Malwarebytes freezes cold when I attempt to update it. In it's current (non-updated) state the quick scan found no infected items. I can get some web pages to load by spamming stop then refresh over and over, but I can't get any of the anti-virus software that I have to update.

I'm concerned about Identity theft because I made some online purchases before the infection became apparent, also I use the computer for work and in it's current state it's useless.

Can someone please help me...? Where should I start...?
