$300 budget

I already have a monitor and mouse and keyboard.
I want to buy everything through amazon.
I plan on playing heavily modded minecraft and gta the budget can go a little over.
What is a good pc build?

Unlikely for the price you indicated.
An early version of GTA would reduce requirements... perhaps as low as
  • RECOMMENDED:
    • Processor: Intel Pentium IV or AMD Athlon XP processor
    • Memory: 256(+) MB of RAM
    • HDD: 1.55 GB of free hard disk space(+ 635 MB if video card does NOT support DirectX Texture Compression)
    • Graphics: 64(+) MB video card with DirectX 9.0 compatible drivers ("GeForce 3" / "Radeon 8500" or better with DirectX Texture Compression support)

A used machine might be a better approach. Ask around among your friends. If you are affiliated with a business, school or college, they might have older systems which are being upgraded. I have seen them given away and sometimes prices as low as $100. Just be sure to get a Bill of Sale or a letter describing the transfer. This helps registering software, etc.

If you do look at a used machine - be sure to look up manuals on the maker's website (system and/or motherboard & video card) - read carefully.

$300 budget PC. Try and get a PC that already has Windows Certificate Of Authenticity Key on it and installed.
 
You didn't really specify if you had a psu, hdd/ssd, ram, etc..

that's really not too bad of a deal considering you get ram, cpu, and motherboard.
I actually owned the same i7 and motherboard till a roof leaked on them and fried the system, delided the i7 and was doing 4.8ghz daily with an old h100 till this year. I could have went higher on the overclock but wasn't too happy with the temps once I was doing full load on the cpu for a solid 8-12hrs.

It's over your budget, but that's going to give you a great platform to get rolling on.
Not only can you play the listed games, but you could stream the games as you play them using cpu preset "medium" without any issues at the stock clocks. Provided you use windows 7, win10 has zero cpu performance when it comes to cpu workloads.

You likely could talk this person down on the price also. ebay takes a 10% fee, then paypal takes their fee.
If you continue to use paypal, as you should since that gives you buyer protection you could offer 387 and he wouldn't take a hit at all on the actual price. This not only saves you money but he also doesn't have to pay ebay down the road for selling it.
I would see if you couldn't talk him to $360 shipped, he'd lose a little bit of money but he would know it would be out of the door today.
