Abit IS7-V2 Problems

I recently pruchased a bare bones kit from Tiger Direct. It included an Abit IS7-V2 motherboard and 2.93 ghz CPU.
I have everything installed and connected but am having problems. When the computer boots it goes through the post process and then it hangs up along with a long series of beeps.

Can anyone help me with this problem?

I found the cause of the alarm sounding. It was the temperature warning alarm sounding. The CPU was showing temp of 85 C in the bios.

I replaced the thermal compound and re-installed the heatsink. That lowered the temp but still can not get the temp below 70-73 C.

Fan Details? Overclocking?

Is there a fan on the heatsink and is it spinning when you turn on the computer? You may be able to see the fan's RPMs in the BIOS. Is the CPU being overclocked?

The fan is spinning at 2500 RPM's in the bios.

I am not overclocking.
