adjusting the speed of PC games

How can i adjust the speed of my PC games? Quake3Arena for example...the rate in which the fire comes out of your weapon?

There are many ways to change the speed at which your computer runs games, you can run applications in the background to slow it down, get specific tools to slow the processor but to change just the rate of fire in a game is probably not a simple issue. With this being an online game I don't think the engine will allow you to fire faster than everyone else. And for single player it would be a cheat. Maybe its possible but its probably a variable controlled by the server, so as soon as you connect to an server other than local it will probably enforce normal parameters for all users. If this is not what you are on about, please explain further.
