I don't find the estimator to be useless in Windows but the issue Apple is describing will cause fluctuations in Win Machines as well I would think as well.
As to the usefulness of the estimated battery time remaining indicator it's important to understand that behavior will dictate how quickly your battery drains: Word processing less than Photo/video editing, Streaming video more than listening to locally stored music. To pretend that the first time estimation that appears once you unplug will be accurate throughout the entire drain of that charge is like getting 400 miles of range on the interstate with a single tank of gas then expecting the same driving in stop and go traffic.
