Unless ASUS has an utilit allowing you to change those settings from Windows, you will have to go in the BIOS to change them yourself.
Probably under Advanced Chipset Features. Set Memory Timing to User Defined & lower them ( one at a time ) & play around with Windows to see if it's still stable.
