Belkin Wireless Networking USB

We are trying to install the Belkin wireless networking USB to a Dell Inspiron laptop using Windows ME. Everything goes smoothly during installation until an error message pops up saying that "ProcNICs 9x.dll has failed to load". After four hours and two technicians, I have given up. We tried the driver from the website and the cd numerous times but nothing but that message. The funny thing is that hardware appears in the device manager and is deemed as working properly, the icon appears on the desktop screen and in the startup menu in addition to being complete in the drive it was installed in. Can anyone help me?

belkin makes good networking cables, but thier electronics leave a lot to be desired in the quality department. i'd suspect the router to have shat out on you.
