Black screen but my keyboard will not work

I turn on my computer and I black screen is displayd. It says we apologoze for the inconvenience....... I would try all of the suggestions, but in this mode for some odd reason my keyboard is not working... o_0 so what do I do. It is a desktop

Does the "we apologize for the inconvenience" stay on the screen, or does it disappear quickly and you have no keyboard action?
