Cant boot pass splash screen

once it gets to the splash screen it will just reboot again

when i select safe mode, safe mode with network, normal, last configuration, all those options will just get to the splash screen and reboot

any ideas?, im running xp home edition

no, before this happened pc kept on restarting, i reinstalled windows and same thing happens
