Can't load anything that is non Samsung

I have a Samsung Galaxy 10.1, model #GT-P7510, Android version 3.1, build # HMJ37.UEKF3 P751OUEKF3. After doing a factory reset I have not been able to download any apps except those from the Samsung app store. When I attempt to download an app from the Google play store I get the following error code: Error retrieving information from server. [RPC:S-7:AEC-0 NDP6-VKCW-
Does anyone have any ideas on how to fix this problem?
