Chinese Characters on my Win10 Quick Access

Lately I noticed something in my windows 10 quick access chinese characters are showing up, I hd no idea whats this.. screenshot below:

Im curious and translate it to google translate and this what it says..

Is it just there or other websites too? You might check your language settings in Control Panel if so.
