Computer Locks up at Windows Loading Screen

Whenever I boot up my computer, it will go through the windows loading screen, and then the screen will become all pixelated and it will freeze shortly after it gets through the loading screen, and it doesnt even make it to the welcome screen. When I turn it back on though, I can go into safe mode and everything works fine. I've already wiped the entire hard drive and reinstalled windows and it still does the same exact thing. I think it may have something to do with the hardware but i'm not sure. Any help with this problem will be greatly appriciated.

When you "wiped" the hard drive, did you do a fresh install of Windows by deleting the existing partition and formatting the hard drive?

Yeah, I deleted the entire partition and reinstalled an entirly different partition off another drive.
