They're overall averages and include ocean surface temps as well, not just air temps.
Daily highs and lows due to local weather are all part of it but they're neither looking for the high temps on any of the days nor lows on any nights. Just the overall average. Seeing as it's public information as it comes from the gov't, the data should be available but who knows how to get it?
