Constantly High CPU Usage - Always 100%

Hello,

I have installed Windows XP on a Dell Optiplex 270. It now runs at 100% CPU all the time and I have previously fixed this issue but for the life of me I can not remember what I did to solve the problem.

I am just reinstalling it as I type this so will post if anything changes.

High CPU usage is a sign of too many Windows Services loading at start up. After you get Windows reinstalled, make sure you run Windows Updates and install all the updates found including all the Service Packs, and critical updates. Choose a good free Antivirus program like Avast free and use a good antimalware program like Advanced SystemCare free. Don't run multiple Toolbars and delete browser cookies regularly
 
Go into task Manager (cntrl-alt-del) and see which process is using all the CPU time. That's the place to start.
 
It seems to that the task manager and explorer.exe are using the most CPU.
I have just downloaded AVG Free and will put that on and Advanced System Care once thats done.

Also I was about to reinstall XP but decided against it becasue when I tried it with this problem last time, it took almost two days to install.
