debugger problems

Help i am getting an error message :
Windows nt users please note that having the winIce/SoftIce service installed means that you are running a debugger.

Stops me from paying games etc
How do i detect and uninstall this debugger

Do you happen to have NERO Burning Rom 6 installed? If so, try uninstalling it and see what happens.

Well yes i did have Nero 6601, i uninstalled it and reinstalled my game but the same thing the same message. I am not sure but isnt it mybe something to do with codecs or something ??
