device not attached ?

I am tryingto run Speed up my pc and also windows event viewer. Message comes up . a device attached to the system is not functioning. Then when i close the box a second message comes "The *****.dll file is linked to missing export NTDLL.DLL". I have this file in C:\Windows\system. ANyone any ideas?

spped up my pc is okay with win98se and eventviewer is from original cd download.
