Dilemma with window installing

I had this old Toshiba Laptop which I needed to format and install new window, although it's DVD-Drive is broke down and I could not boot up through USB port, what's are the alternative way for me to get the job done without having to buy a new DVD-Drive?

..Floppy disks heh.

The BIOS on that Toshiba probably doesn't support booting off USB devices.

Your best route is probably to just replace the optical drive.
