Disable Dell Laptop Inspiron 9400

Hello Everyone-

I think I accidentally disable a feature in Battery Option and now the laptop won't start up or boot up. I press the power button and only the power button and hard drive lights blinks and nothing happens. Does anyone have a solution to this?

Thank you.

Boot to SAFE MODE, if you can do that... then look for ways to change your boot, or go back to a bypass of the changes.
You can also boot to your Dell restore/recovery disk, and continue until you get to the choices for R for Repair... Not the R for Recovery which comes before it.
Then go through all the steps in repair mode... you will have to perform some downloads of windows update and such before you are back to normal... and plan on this route taking as long as four hours to full completion.

Nothing happens. When I press the power button, the only thing that happens is the power light flashes once the the hard drive light flashes once. The hard drive does not spin, the fans do not spin not even the DVD drive. I've removed and replaced the memory modules, the battery and the hard drive but I still have the same problem.
