Files & Folders Not Alphabetized (Win 2K)

I use MyComputer / Veiw / Arrange Icons / Name. But, when I go to attach a file to e-mail (for example) and look in a particular folder, I find them all mixed up and not in alphabetical order. Problem just started about a week ago. It's the first time I've seen something like this and do not know how to fix it. They all organize fine with "Arrange Icons" and look great, but when the folder is opened to see files/folders from within applications etc. they are all mixed up. I did D/L TweakIE3.1, but that just works on Start/Programs & Fav. Places.
Help Please. I'm a newbie to TS. Thank you.

All you need to do in Explorer is clicking on the 'Name' tab above the folders and files, and it sorts A-Z, click it again and it sorts reversed (Z-A).
Same goes for sort by Date, Size etc.
