flashing the bios problem

I am trying to update the bios on my system,
I have the Intel download on a floppy disk.
When I try to boot with the floppy in the drive, I get a message saying
remove disk or media and hit any key. When just hit any key, it repeats itself.
I put the floppy out and and hit the key and it boots normally without installing the update.
What should I be doing?

here are some settings in the bios

quiet boot disabled
Intel R Rapid bios boot enabled
Scan user flash area disabled
USB boot enabled

Boot priority Removable Dev (Floppy drive)
2nd Hard drive
3rn cd-Rom
 
Make sure the floppy is formatted as a boot disk, add the bios update utility and the current bios file. When the computer boots up on the floppy, run the update utility at the A prompt and update the bios. Some motherboards allow you to run the bios update program directly from the bios front page. If this is what you have, all you need is to insert a formatted floppy in drive A with the .bin file of the current bios on the floppy
 
Thanks for your input, I shall combine the bios upgrade and boot disk contents. Shut down, insert floppy, and boot up. I will not shut down during process and follow any direction displayed during the process,
