Using a smartphone while driving is perfectly OK if you look up at the road from time to time.

Wonder if you will repeat that when you are getting a ride in the passenger seat of a tow truck.

Talking while driving is no where near as distracting as texting.

As far as pulling over, highway patrols don't want you on the side of the highways period. Pulling over can be just as distracting to other drivers as using a phone themselves. This is eliminating the distraction for all.

    What a joke.
This is called punishing people for doing the right thing.
So if you want to text someone you need to park up and leave the vehicle or jump in the passenger seat?
    Another typical French retarded rule.

    XD
This is the dumbest thing I've heard in a while.

Anyone 'distracted' by a car pulling over needs to hand in their license.

Makeup?! I saw a guy using an electric shaver and clipping his nails, while driving.
