FTC promises to investigate loot boxes

Lootboxes and I guess microtransactions in general are strange subjects to me because I dont quite understand how just the companies get all the flack, I mean I get they insert the "features" into their games but at the same time people keep buying them in massive droves so should'nt some blame be thrown at gamers also?

I never purchased them so it doesnt really bother me but how can people say their so terrible if they keep buying them? I play overwatch, 2k, mobile games etc and I see the blatant begging for purchases but at this point its just noise, if anything I wonder how children get the funds to purchase so much.

I understand the need to want drop dead gorgeous games but in what way can devs recoup the funds, if I have to burn 80 dollars for a complete game I would, if that stops these companies from nickel and diming me down the street I'll gladly take it, but at the same time would the avg consumer be smart enough to realize a higher price is worth it to drop these bum tactics?
