HDD Power Issues / Fried?

Maxtor DiamondMax 10 200GB HD that i had running fine in a fairly low-quality external enclosure one day when plugging on the power (the power switch was flicked to on) it lit up then shut right off. a nice electronic smokey capacitor smell eminated from the crappy little shell and i figured that the enclosure was fried.. no problem, load it into a box for the time being.. well when i plug it in the computer itself wont turn on, and the same thing happens with a new enclosure.. theres obviously something wrong with the amount of power the drive is trying to draw and it basically kills the circuit. is the drive beyond hope of repair / recovery? thank you
 
Check the drive for obvious short-circuits like a paperclip stuck somewhere or bent (and shorted) pins in the IDE connector..

You can replace the PCB of the drive with one from an identical device to recover the data. This won't help if the defect is in the drive mechanics though..
