Help! Can't browse windows folders and IE

Last night i decided to add another user account. after logging on to the new user, i noticed some weird windows messages which i already forgot what it was. i just ignored it and closed the messages. when i tried opening My Documents, My Computer, Control Panel, and even IE, the bare desktop would show and all the icons would go away for about 5-10 seconds and reappears but nothing happens after that. what's happening? what do i do?? help! i can't even open control panel again.
