Yes, but did you actually read the knowledgebase articles and do what it said?

I think you may have a missing or corrupt .dll and I think one of the hotfixes in the above mentioned microsoft support links replaces it.

You can download mrtrate.dll here as well.

Find this .dll on your hard drive and look at the version of it. Its possible its an early one because some other piece of software has overwritten it. Or its not there at all, in which case you need to find it.

Do you have quicken installed?? If so, uninstall and then reinstall it again because its a corrupted install.

There was a fix, here:

I can help.. if you are member of Total Access or Earthlink and have been UNINSTALLED that software is not really completed remove all files in your registry. So, be sure you backup your registry before you do anything.
Kill this reg key:
H_Key_LOcal_Machine\System\Services\CurrentControlSet\VxD\mtrate

...which apparently, according to the thread, worked.
