Help with Windows online security & privacy instructions

Hi I have been reading the guide to windows online security and it recomends quite a few changes to make them it says Click on Start, Run type in secpol.msc and click Ok

When I do this I get an error windows can not find secpol.msc make sure it is spelled correctly. I am running windows xp home edition I think. Is there different instructions I should be looking at? thanks
 
What edition of XP are you running?

And why do you need to access this? Secpol is a GUI that allows you to configure to local pc polices in lieu of something like a group policy.
 
Well I tried secpol.msc in my XP virtual machine and everything was fine. Then I re-read that you had home.

The local policy config is meant for more of an enterprise model (sans a server) so it is not included in the XP home.
