High end PC ran smooth suddenly fps drops

Ive had my pc for about 6 months and it has been running very good until today when I loaded up forza 4 and my fps went from 60- 10 I restarted my pc and after a while it ran smoothly but after the second session all my games started to run with low fps. here are my computer specs
ryzen 5 1500x overclocked to 4.0ghz
cooled by cooler master ml120r RGB liquid cooling
gtx 1070 asus rog strix

Odd behavior... 1st, check for infection by malware... 2nd, check for PUPs.... 3rd, check for updates (BIOS, drivers, Windows)...4th, make backups (at least 2) of important data files (photos, music, videos, documents, etc).

Now, examine system closely - was it dropped? or hit by static discharge/brownout?

Now, saying no reason for issue, consider trying other software to see if same thing happens. If it does, download storage media test utility from maker and test storage for hardware issue.... test storage with CHKDSK ( https://www.howtogeek.com/howto/windows-vista/guide-to-using-check-disk-in-windows-vista/ ) for file system damage. If problem is only in one specific game, delete it and download and install fresh.

run only the game. clear temp files (run cleanmgr)
