Iexplore crashing when trying to install activex controls

the instruction at "0x06c50068 referenced memory at 0x06c50068" the memory could not be read

I ran memtest, tried differents mem speeds and I always get this error.

Anyone have any ideas what this could be causing this?

Are there any Blue Screens with error codes and drivers cited?

no bsod, machine is just strange.
Cant minimize windows sometimes or bring them back up.
This is a clean install of winXP.
I flashed bios to see if that would help, but got the same error.
