Need to access repair and recover command prompt without XP disk

I am getting the following error along with the BSOD when booting up my computer:

Stop: 0xc0000218 {Registry File Failure}
The registry cannot load the hive (file):
\SystemRoot\System32\Config\SYSTEM or its log or alternate.
It is corrupt, absent, or not writable.

I've done some searching on how to fix this problem and all roads point to needing to load the repair and recover option when booting from the XP disk. Now the problem I have is that my computer is did not come with an XP boot disk. Instead there is an option upon loading to press F11 to start recovery. When pressing F11 I am given two and only two options, completely reformat the drive or move data files to a backup folder and reinstall windows completely.

Is there a way to still get to the repair and recover command prompt so that I can try such advice as given on this webpage:
