Need virus help

Good afternoon. My wife's laptop has a virus, and I need some help. When the computer starts up, it comes to the main screen, and then it gets messages that the computer is infected. It then asks if we want to start a virus scan, and then asks if we want to purchase some software.

The problem is that the virus has control of the computer, and I cannot start any programs. Whether virus protection or not. I have tried starting the computer in safe mode, and still cannot get anything cleaned up.

I have tried putting Malwarebytes on a USB drive, and I cannot start that program either.

Any advice???

This itself is malware. Can you run an antivirus scan in Safe Mode? We need something to work with.
