Attempting pc->pc via cable (usb)? That has never worked. You want
pc->router->pc

The only thing I ever heard of pc to pc was with a crossover cable to transfer data.

Years ago there was parallel and serial transfer cables.

But what does that have to do with video cables? I'm not sure the question is being understood here.

What type of video cable? Like hdmi or what and why another pc and not just a monitor? Unless you are trying to play a game between 2 people which would require you to be connected to a network via a router. It is possible to use a laptop for an external monitor but you didn't say what you were doing and what the other device was.
