Does this mean that although you have more fps in average by 30% with the 1800X, the game still feels smoother with the 1500X because with the latter CPU you have lower (=better) frametimes?
 
The lower the number in the chart, the lowerer the 1% minimums are (higher frame times), they just have a chart method that most reviewers don't use. The 1800X in this chart is delivering frames at 14.7ms and the 1500X at 20.7ms, and the former would be smoother.
 
The 1800X would still be faster, they went the extra mile and converted the frametime to FPS so most people could easily understand it. Higher is still better here.
Frametime and FPS are pretty easy to convert from one to the other. 1000/FPS = frametime (in miliseconds) and 1000/frametime = FPS (in frames per second)
