InstTub Norton Internet Security 2009 resurrected on my notebook ...

In 2009 I did update Norton Antivirus for NIS 2009. Just two weeks after a virus entered in a standard Windows application under the name of true installer, or something similar ....
Immediately my notebook locked and there was simply no way to make it work.
I took it to an authorized technician in Windows that after more than a month managed to clean it of Virus.
Obviously I complained to the technical support of Symantec and despite having sent all supporting documentation. They denied that it could happen.
They tried to sell me several times several updates until they gave up.
I took advantage to uninstall all references of Symantec and Norton Antivirus.
Their programs are very heavy and in addition to using huge amounts of memory and resources. It literally pretends to command all my movements.
I'm not using the same notebook at the time. Meanwhile almost a month ago every once, when Windows initialized an incomplete prompt window appeared. It is not being detected by windows explorer search.
InstTub now offers and open a window to update or make it compatible with my current OS.I am using Windows 7 Ultimate + Security Patches 1 & 2 for 32 bits and 64 bits.
What do I have to do to permanently uninstall that residue that insists on staying in my notebook?
I do not want to depend on a software that in my case, failed to detect a virus disguised inside an installer recognized as legitimate by Windows.
