OS starts to post with one beep and then crashes

  1. I orginally had a problem with random crashes and was working with route44 to resolve my issues. The problem has now gotton to the point that the computer will not boot regular or safe mode. The system begins to start and I see the post and here one beep, which is normal. Once the system begins to start I hear a faint click and the system reboots. I have switched out the memory, video and tried a different hard drive and I get the same result, Could this be the result of a bad mobo?
    System specs
The crashes started about two weeks ago. Generally they just seem to happen, some times at boot up and other times just surfing the web. I also get DEP errors Generic Host for Win32 process has encountered a problem and needs to close. System Services and IE. This is a XPSP3 with all updates. The system is 3 to 4 years old. I also switched out the RAM from another computer and I get the errors. Also downloaded legacy drivers from ATI
