PC struggles turning on

Hello, ehm I just bought a new computer recently, it's bought used, but been used for 2 years.
so this is my problem.
when I press the power button, it gives the power to power supply then to the rest of the components.
but when I the power button, it takes 1-2seconds and then it turns off, and tries to turn on but it shuts down immediately.
I'm concerned it is my power supply, but not sure.
when I bought it it worked, it was on before I brought it home, but when I got home, and rigged it up, it started to struggle turning on.
here's a list over the components that my computer have:

Motherboard: Asus P5K-E/WIFI-AP, P35, Socket-775
CPU: Intel Core 2 Duo E6850 3 GHz
Graph.card : Asus GeForce 8800 GTX 768MB
RAM: OCZ Nvidia SLI ready XTC 2 Gb
Power supply: Fortron/Source Epsilon 700W
HDD: Samsung Spinpoint T166 SATA 500 Gb
CD/DVD burner: Samsung Super Writemaster
Cabine: APLUS Case Twin Engine

When I hit the power button, it gives power for just a second or two, all lights blinks, and makes a piip. then turns off, and restarts several times without hope.

Make sure the connection from the power supply to your motherboard is firmly set in place. Do this for all power connections.In transport something might have become loose.
