PCI and PCI-E Question

Hi, i have this motherboard (MSI P965 Neo - F). I plugged in my PCI-E video card into it and started it up with no post but giving me a beep code for a video card error (the card used to work in the MOBO just fine). So i figured my card just crapped out on me, but when i plug in my PCI video card my CPU fan spins a tiny bit then nothing happens. I was wondering why this happens.

Totally different kinds of hardware. The PCI must be installed and setup. The PCI must be installed and setup... But their modes of operation are totally different.
My guess is that the PCI Video did not begin to work because it was not detected, and the drivers for it were not installed.
Right?
 
correct, but my system wouldn't even start with the card in it.... I didn't know it wouldn't work without the drivers previously installed though thank you for the info.
 
are you sure you did not damge anything inside your computer when you were inserting the graphics card? and also what surface did you put your cpu on when you were installing the card as well?
