Problem installing Windows 7

I just recently purchased a Zotac Zbox Nano CI323 from my local Canada computers and I have been having a difficult time installing Windows 7 64 bit. When I connect my mouse and keyboard to the computer the keyboard will function properly in the BIOS while the mouse seems to not function at all. When I attempt to install the operating system, both the mouse and keyboard disconnect and therefore I cannot install drivers onto the system. A service technician at Canada computers believes it may have something to do with the intel chipset that does not allow peripherals to function properly when installing windows 7 but will work with windows 8.1 and higher. I have tried two sets of mice and keyboards along with a small Rii keyboard mouse combo that I use on an android box and all of them wont function on the installation screen. Any advice would help greatly as I have been attempting to install Windows 7 for days.
