USB 28 error on windows 10

Over the past few weeks, I have been having strange issues with all of my USBs on my desktop PC where only devices that were previously recognized by the PC are working, more or less (not all), while any new USB device (SSD, camera, thumb drive etc. all work with other PCs) get a driver not installed error 28 in the device manager under unknown devices and they don't work. The USB ports do work when I connect devices that the computer recognizes such as a mouse/keyboard and a few others so it doesn't seem to be a hardware issue (not at this level at least).

I tried anything that I could think of and read countless posts online on similar problems. Here is a list of some of the things I already tried:

  • Windows 10 is fully updated (aside from 0x80070643 error that I can't seem to fix).
  • Latest MB firmware installed (none beta).
  • Uninstalled and re-installed chipset drivers (latest from MSI site).
  • Uninstall and re-install USB root hub/Intel USB host controller.
  • I disconnected all of my USB devices aside from mouse/keyboard to check for "short circuits" or other conflicts).
  • Used different devices/cables/ports.
  • Disabled USB selective suspense and fast startup.

Here is my system:
  • Intel 13900K
  • MSI MEG Z790 ACE
  • Corsair VENGEANCE® 48GB (2x24GB) DDR5 DRAM 5200MT/s (I am currently checking if these somehow relate to a different problem I have where Premiere Pro causes BSODs – so far inconclusive).
  • ASUS GTX 4070
  • Windows 10

Any ideas/suggestions for things that I have not tried yet that might help?

Stop errors (BSOD) are more often than not, hardware related. Run memtest86 overnight. Even a single error is not acceptable.
 
I tried that - since my USBs are not working I can't run memtest as it needs a thumb drive to work... (windows memory check didn't find anything wrong with the memory).

I am trying a different method where I am running one module and than the other one - I can't say that the results are conclusive - with the first module all went fine, I am now trying only the second module PP froze once but no BSOD like before. I need to work more with pp to really tell and than try again with both modules to see if this is the problem.
 
Your Intel processor is compatible with Windows 11 so you can upgrade to Windows 11. Microsoft don't make it easy to stick with older OS's and I don't blame them. There are also some usb extension hubs which come with a mains power supply and are very cheap. That's worth a try as some of the usbs are working.
 
Sorry for being blunt but upgrading to win 11 is the last thing I want to do (maybe Win 12 after a year of bug fixes if you know how MS OS upgrade history works - good/bad etc.).

I want to fix my win 10. I have extension hubs (2 with power) it doesn't matter - it is a software thing - the USBs work but they do not recognize any new devices (all error 28).
 
No problem. You sound like you know what you are doing. As you've been working on this for weeks with no progress you may just have to put up with it.
 
Put up with what? not being able to use any of my USBs? no way.
The only other thing I could do is re-install Win 10 - which I don't want to do but I just might have to.
 
Reinstalling the OS is an easy option. If it doesn't work out revisit your assumption that this must be a software problem. I have a couple of desktops so if one decides to give me grief I use another and make a hobby of fixing the problem one. It saves on paying for counseling.
 
You've done a great job troubleshooting the USB error 28. Here are some next steps:

  1. 1. Try manually installing the latest USB drivers from your motherboard manufacturer's website (MSI).
  2. 2. In Device Manager, uninstall the "Unknown devices" with error 28 and reboot. Windows might reinstall the drivers automatically.

If these fail, consider a system restore or checking power management settings for USB devices.
