Read Only Folder

How do I get rid of the "read only" attribute as regards a folders attributes? I go to a folder on my desktop and then properties and uncheck the read only box, go to apply and then okay.When I return to this box, the read only box is checked again but somewhat greyed out. Went to cmd.exe and tried to change a folders attributes but no luck.
 
Is this a folder you created? Do you have administrative privileges on your system? Is this a home system or in a network environment? Sorry for all the questions I am just trying to get an idea about how your computer is setup also what OS are you running?

I have administrators privileges and have a home network. You mite have hit the nail on the head-network protection. It is probably a protection feature of networking. Also have WINXP.
