As it has been announced recently by TechSpot I still can't find any reasonable opinion about this news.
Downloading and installing apps on most TVs is a tedious process that most users are not doing very frequently. Well known apps such as Netflix and Hulu come pre-installed on most TVs regardless of brand, making it unnecessary for most users to ever even look at what other apps are available.
Do you think security is under apps developers responsibility or related to Samsung TV company?

If the device is connected to the network, internet, and something comes through the grape vine of internet to your online tv's.
Yes samsung and other manufacturers will be liable for any direct damages or if something bad happens during hacking.

Hmm; We all accept that what we do with our cars is on us, not the manufacturer.

As soon as we connect to the Net, why do we blame the device manufacturer?

The devices SHOULD have firewalls and A/V software and the sole argument in my mind is there aren't any or are impossible to install. The sole protection is to NOT connect to the Net. It is possible to use a TV without an Internet connection via some cable box(at least where Cable is available), so the issue is We just don't like our choices.
