I ran the OTLPENet.exe program and it worked just fine

You ran it how, where?

im considering backing up important files to an external drive or online virtual drive and performing a clean install

This is always an option and it's all up to your decision.

i downloaded it, double clicked, made sure a cd was in a drive and let the img burn program burn the cd. after about 30 mins, it completed, so restarted the computer, chaned the boot order in my BIOS and restarted again. after about a delay of 10 seconds, it just boots from the hard drive. Would you suggest moving the disc image that was created to a flash drive and try booting from that instead?

Couple of possibilities...

it just boots from the hard drive

When you have CD in and you restart computer, you should see this message:

Press any key to boot from CD

If you don't see it, something is wrong.

See, if your download is 120,9 MB in size.
If it's not, you have a bad download.
Even, if the size matches, you still may have bad download, or bad burn.
Try to download fresh file and burn it to a new CD.
I assume, you used CDR, not CDRW, or DVD.
