Site is under constuction, please visit later

I keep getting this message when trying to visit a particular web address. It just says "Site is under construction, please visit later" Is it actual under construction or is it some kind of decoy message? Any help would be appreciated. Thanks!

If a site is telling you it's under construction, it usually is.

The process goes like this:

1. someone buys a domain name
2. then has that name hosted on a hosting site

Until new web pages are uploaded, the hosting site spills out "under construction" as a default.
