Stand alone apps (no OS)

I have a drive with two partitions on it (one NTFS and one ext4) and want to see if I can add apps that will play *.mp3 music from the partitions. I don't really want to install full operating systems.

The drive would be connected by USB to devices that will take a USB audio input.

Is there such a thing?

If you can mount the NTFS partition, then a drag-n-drop copy will suffice
 
That would assume that Windows or another OS is installed right?

I was looking for an MP3 player app that can be installed and run without there being any other OS there.

Not realistically possible - operating systems provide all of the necessary software required to operate the hardware, manage files, process input/outputs, and so on. Even dedicated MP3 players have a basic OS.
