Start-up Trouble

Having an issue starting up my computer. Left it unattended briefly, the cat knocked the tower over, and now it will not start up with the PCI-E connected to the video card. I was able to start up fine using onboard video. Do you think this is an issue with the video card, or the power supply?

Running: Asus M3N78-PRO, AMD ATHLON 64 X2 DUAL CORE 6000+, ULTRA LSP 550W power supply, Geforce 9800 GT 512MB
 
reseat the cards and re-try. Also with cats you will need to clean the insides with canned air as hairballs are terrible on electronics.
 
Have reseated everything, and reset CMOS to no avail. When connected to the power supply via a PCI-E connector, the video card van twitches... then nothing happens. CPU fan doesnt start, no beeps, nothing. When video card is unconnected, starts up fine. Is it possible for just the PCI-E connectors to fry? I would think with a bad video card the PC would still boot up.
