TaskManager not showing up porperly

Recently my Task Manager hasn't been showing up properly, it doesn't have the Tabs or the minimize maximize or close buttons. Also my internet explorer recently at sometimes wont close.
If anyone has any input it would be appriciated.

Found out about the task manager, it was running in "small mode" the solution was to just double click on the top and it went back to normal.
