Because or entire system is the opposite of what it should be. Bad people, who were killing other people in wars or narco-cartels, get sent to Sweden, Germany, US, Canada, Australia, where they are given free apartments and big salaries for doing nothing (which they call "welfare"). They make like 10 children, which are then also paid by developed countries, say 500 euros per month per child in EU.
So, if they have 10 children they get paid 5000 euros per month, plus normal welfare, plus free apartment. But they don't waste those 5000 euros on children, of course. They send the children out, to beg, steal, extort, rape other children, etc.
On the other hand, good people are paying all those expenses. So, why do you think the governments would suddenly start rewarding good citizens? Nope, instead they'll bring more "doctors and engineers" from undeveloped countries, to make streets more dangerous. People, especially elderly, don't need COVID restrictions to be afraid to walk on the streets. Women in Sweden are already afraid exiting house after 6 PM, as if they are living in Bangladesh. Not much different from some US cities, right?
And you think they'll reward good people and punish those bad? LOL.
