TightVNC - How to open ports (radio connection)?

I'm using TightVNC to connect to my friend's PC and I'm getting "failed to connect to server (Her IP address)". There's no firewall here and there. I've searched on google and I didn't see useful information. She accessed this site (that can't be posted here) and it says the IP is not responding. Is there any solution?
 
BOTH of you need to know the Public Ip address of your connection to your ISP.
use http://www.whatismyip.com/ to find it.
Each of you then port forward from your router to your PC Lan Address
use run->cmd /k ipconfig to find that​

btw: you REALLY need a firewall!

If the modem has NAT service, then that IS a router. Getting it to port forward may be
an issue.

If the PC has the same address as the Public IP, then all ports are exposed anyway
(another reason you need a firewall).
 
Wi-Max(or Wi-Fi, i really don't know the difference). Is there any way to open ports in this type of connection? There's no modem.
 
Interesting! Wi-Max is basically a satellite connection (pure RF), but it IS a modem and MAY BE a router also.

get me the brand name and model number of the device OR a url to the User's Guide or Install Guide ...
