trying to drag an open window and it bounces back

This is a toughy to explain. I just started a new job and my PC is on XP. One of our applications does this. When I try to drag the window for this ONE application, the window bounces back to the original place...sometimes. Most of the time. My other coworkers are not on XP and they are not having this problem. But like I said, its just this one app.

What application is it? Do your co-workers use the same application on different operating systems and when they drag the window it doesn't bounce back to the original place?

Its one of our apps that we develop. My coworkers dont have the same problem and possibly the reason is they are on Windows 2000 and NT.
